Unknown error. (No power through pci express to gpu)

I have no idea what is going on. So, everything was going as planned, computer booted up and motherboard information appeared on screen. I then changed the date and time and pressed save and exit. I plugged in the power LEDs to the right spot, and tried booting it up again. This time, nothing on screen, and the power button couldn't turn the pc off, only on. I'm also using a small samsung tv as a monitor, and it has no dvi ports, so I went with hdmi. The problem with that was that my video card, galaxy mdt gtx 570 only has a mini hdmi, so I went and bought that. EDIT: Gpu fan spinning without pci express cable plugged into psu. So, no electricity coming into card. Sort of know the problem.
 
Well without the power cable connected to the GPU, the fan can still spin as it will get power through the motherboard just only 75 watts if I remember right. I would reset the bios to default and see if it boots up after that with all the corresponding power cables connected.
