Question Unusable New PC

My problem is that my newly built computer won't post at all, if I don't switch the PSU off and on fast when booting the computer up from my front panel power button and then it takes from 25-60 minutes to load into windows.

Then there a lot of different problems in the windows like internet connection timeouts every minute and high latency. I've also had a blue screen when installing MOBO's chipset driver when it wanted to restart the computer, with an DRIVER_BOOT_FAILURE. ( Googled it and tried to fix that problem.)

What I've done -

Tried/checked everything on the sticky post of this forum.
So I installed all the new drivers, health checked SSD ( it was fine).
Benchmarked CPU, GPU, RAM, SSD, HDD they worked as expected.
Updated my bios, also downgraded my bios from F50 to F42h.
Installed a new Windows 10 from USB.
Different ram and different ram slots.
CMOS clear,
Tried changing different BIOS settings,
Rebuilt the pc by taking out all of my components and putting them together again.

My system specs:

MOBO - Gigabyte B450M DS3H
CPU - Ryzen 5 3600x
GPU - GTX 1070 Gallarado 8GB
RAM - 2x G.Skill Aegis DDR4 8GB 3000MHz CL16 1.35V
SSD - Samsung Evo 970 250GB ( windows installed on)
HDD - Seagate 1TB
PSU - Corsair CX 600 W 80+ Bronze
CASE - Fractal 1300
