Unusual Idle Temps on Custom Loop

I'm on the cusp of finishing my latest build, but I've run into a bit of an issue. I'll list my setup first:

CPU: i7 7700K
MOBO: Asrock z270 Killer Sli/Ac
GPU: EVGA 1080 Ti SC Black Edition
RAM: 16GB G.Skill Trident Z 3200
PSU: EVGA G2 Supernova 850w

My system is custom cooled with one 360mm and one 280mm rad. I have some Mayhems Nano fluid that will be going in, but after my issue is resolved. It's currently being cooled by some good old fashioned distilled water. So when I booted my system into the BIOS I was getting CPU temps ranging from 50.5 C to 54 C. I thought this was really strange. I thought that maybe it was the 4-pin connector from the pump being plugged in at the wrong place. I moved it around, no change. I'm using the Phanteks fan hub, by the way. I drained the water and took off the CPU block. Thermal paste spread looked good, but I cleaned CPU and block, reapplied paste via pea method and reinstalled the block. Booted back up and the temps were the same. At this point I thought maybe a sensor was dysfunctional. I installed windows and loaded HW Monitor to check temps. Temps on the package fluctuated between 33 C and 50 C. Still thought this was strangely high on a custom loop. I check the BIOS and see that it's a little out of date so I update. After the update the CPU temp in the BIOS dropped to 37.5 C. Fixed, right?! No. I booted windows and HW Monitor and the temps on the package are now averaging 35 C to 51 C when idling. I'm at a loss. Do I just have a bad CPU? To reference water cooling capabilities my GPU idles between 20 C and 23 C. Also there's been no overclocking or anything. Everything is at stock. Any help would be great. Oh and thermal paste is MX-4. Thanks!

I had a 6700K from another build that I put in there to test. Temp on that was 22 C at idle. Huge difference. No weird temp fluctuations or whining. Forgot to add in the main that the CPU had a coil whine esque sound, but that's totally gone with the 6700K in there.
