Updates Keep Failing

try running troubleshooter again but instead of just turning PC Off/on, choose restart PC instead as that may get windows to actually remember your changes.

The errors you are having might stop you downloading the update but its worth a try.

this may not work but its the easier of the ways to explain.
have you tried the windows update troubleshooter?
search cortana for troubleshoot
choose control panel option
in next window, click view all in left menu
windows update troubleshooter should be towards bottom of list if sorted alphabetically

See if you can update to latest version of win 10 and bypass the updates?

Go to this page and click the top link, it will download the upgrade assistant. run it and it will upgrade win 10 to Creators edition which was released on Tuesday

An alternate is to click 2nd link on same page, this will download the media creation tool, You can use it to update PC or maybe better choice, create a win 10 installer on USB. Advantage to USB is if the other two things fail, you need to download everything again. If USB fails, you just run it again.

If you get USB, you can run setup in file explorer and used it to update PC... or fresh install win 10 and ignore all the silliness with updates not working. but that might be a step too far.
 


The Troubleshooter says it fixed a bunch of things and I apply the fix. Then when ever I turn off my pc and back on the Problem just repeats
 
Perhaps see if this helps
right click start button
choose command prompt (admin)
type SFC /scannow and press enter
once its completed, copy/paste this command into same window:
DISM /Online /Cleanup-Image /RestoreHealth and press enter
SFC fixes system files, DISM cleans image files, re run SFC if it failed to fix all files and restart PC

If it fails asking for a source, you might be best looking at the links I showed above to dl the latest version of win 10 as you stuck on 1607, and 1703 was released last week.
 


This did not work either sadly.
I am thinking my only solution is just to download the new windows update but How do i do that (I'm a noob when it comes to operating systems) I've never really touch my windows on all the pcs i've had
