Hi guys I need advice, been thinking about it for 2 weeks now.
What should i upgrade - CPU or RAM?
Current CPU: Ryzen 5 3600@4.5GHz 1.38V
Current GPU: Gainward RTX 3070 1860MHz 0.868V
Current RAM: Kingston HyperX FURY DDR4-3600 CL16-16-19-21-36 (Hynix DJR, downbin, crashes at 3800 no matter what)

Possible upgrades
RAM: PVS416G400C9K (Samsung B-die, will be overclocked to 3733MHz CL14)
CPU: Ryzen 5 5600X (Overclocked to something?)

Mainly playing Escape from Tarkov (1080p, need as much FPS as possible to get 144).

The performance difference between 3600Mhz CL16 ram and 3733Mhz CL14 ram is going to be tiny. You would be much better off upgrading the CPU.

Welcome to the forums, newcomer!

Make and model of your current motherboard? I think you should stick to DDR4-3600MHz and not bother with a new ram kit, perhaps try and tighten the timings for the rams you're currently working with.

Start with getting what you have to run as well as it can before upgrading.

Perhaps run your games and monitor cpu/gpu/ram.
See if some area shows as needing help.
I already found area that gives me help, it's CPU 60% in Tarkov and lowering resolution doesn't help with FPS so it is a CPU bottleneck, just don't know if I should upgrade RAM or CPU depending on my current hardware
UPD: RAM count satisfies my requirements. I need more FPS and need to know what will give more performance boost, R5 5600X or DDR4-3733 CL14

As has been mentioned the biggest bang is the cpu upgrade.

If you really are chasing every last frame get the 5800X3D the huge cache basically negates the need for low latency ram, all ram kits seem to perform the same with this chip. It is a bit expensive though.
 
I am not surprised that your 3600 speed ram can not run at 3800.
The ram was binned, and if it was capable of 3800 speed, it would have been sold as 3800 speed ram at a higher price.
It seems that 3600 speed is about the sweet spot for ryzen.

Your game test at a lower resolution did, indeed, indicate a cpu limitation.
If you have a cpu limitation, upgrade the cpu.
Do a quick test.
Run cpu-Z bench and look at the single thread performance.
That is what is most relevant for games.
A 60% cpu utilization usually means that half of your available 12 processing threads are not particularly relevant.
For a 3600, you should score something like 514.

A 5600x should be about 624.

What is your budget, and how good do you need to be?

Past a 5600X you are looking at 12th gen intel, starting with the
I5-12400 which will score 702.
You would also need a lga1700 motherboard.
Your 3600 speed ram would be good, intel is not dependent on fast ram.
