upgrade gpu or cpu

dell 305w psu
gtx 1gb 650ti
1 hdd
1xcd-dvd-rw drive

should i upgrade cpu to i5
or buy gtx 660 non ti + psu

The GPU will help your graphics in gaming, but the e5700 might limit it a bit. Hard to say for sure, but it's always good to have a better GPU, when gaming. Even the AMD 7850 would be a bit better than the GTX 660, but that is up to you to decide. Just remember that with a better GPU your going to be pulling in more power from the PSU and that might create issues with it. I would recommend upgrading the PSU and then upgrading the GPU.

upgrade to i5. The e5700 is a 3 year old dual core cpu. If you get a new quad core i5 it will easily last 4 years or more. However, GPUs get outdated faster.

But I noticed you only have 2gb RAM and it is ddr2. If you got a i5 you'd need a new mobo and new RAM. Are you willing to get new components? And maybe a new GPU this year or next year?

gtx 650 ti is 128-bit which lags when i play blacklist in e5700 even in low settings

will it will run smotther with gtx 660 non ti 192 bit at e5700
i have seen video on youtube playing splinter cell blacklist at gtx 550ti and e5700 with no lag

Here is a list of CPU's you can put in that Mobo. Just make sure if you decide to upgrade the CPU to update the BIOS before doing so.
