Below is my current system, I bought most of these parts second hand last year as I am okay with making this sacrifice if it means I no longer have to use terrible integrated graphics on a surface pro.
GPU: GTX 1080 (upgraded from a gtx 460 a week ago)
CPU: i5-3570K [LGA 1155]
Motherboard: Intel B75
RAM: Micron 16JTF1G64AZ-1G6E1, 2x8GB, DDR3-1600
Monitor: LG 22MN430M-B 21.5" 75hz FreeSync IPS
PSU: 500W

I've noticed high CPU usage and sometimes stuttering in games like Forza Horizon 5, Spin Rhythm XD and Minecraft just to name a few.

It should be mentioned that my motherboard doesn't let me overclock and that I play at 1080p and I don't plan on changing that any time soon.

Here is what I monitored during a small session of Forza Horizon 5, you should look at the value a quarter of the way in and further.

When I'm playing Spin Rhythm XD my average framerate is fine but there are occasional but very noticeable stutters despite my GPU and CPU usages being below 40%. Image 1, Image 2

My overall experience while gaming is freakin' great as I'm used to not even being able to touch 3D games, but I want to know what the cause of these issues and some good ideas for upgrades.

I will upgrade my CPU eventually and certainly my motherboard too as its current socket is pretty outdated and makes any CPU upgrades with the same socket a waste. Another thing, should I consider upgrading to higher speed ddr4 RAM?

I'm thinking of spending between £100-230 ($130-$300) although I prefer to not get too close to that maximum budget, what are my best options?

CPUs I've looked at are:
  • i3-12100F (going from an i5 to i3 makes my wary though)
  • i5-10600KF
I am okay with buying a CPU second hand.

Don't underestimate that i3, is way better than alot of not that much older i5's.

would really like to see somewhat higher speed ram, but that is really going over a few extra pounds as well, but imo worth it...

Some reviews about the i3 which will show how powerfull it is, but also will show that with a really high end gpu it will show limitations,

The I3/I5/I7.. no longer mean what they used to.
Namely core count/hyperthreading.
The designation is more of a capability thing.
Run the cpu-z bench on your 3570K
You should get a single thread rating like 383:

Here is what a 12100 can do, it is about double:

With a bit of cash to burn, my first purchase would be a SSD.
Not so much for gaming, but overall quickness.
A SSD can be carried forward to a new build.
