CPU: Ryzen 5600XWelcome to the forums, newcomer!
Since you have the RTX3060Ti, the upgrade wouldn't be worthwhile with the RTX4070 Super. In fact you should be fine as is...though what does the rest of your specs look like?
Please list the specs to your current build like so:

Just want more fpsA Zen 3 CPU should be able to push a 1440p resolution north of 120 frames for most games. What do you feel your PC is lacking? What games run too slow specifically?
What are the types of games you play? Most likely getting a better GPU will net you better FPS but I would not put a higher power graphics card in a PC with a 550w PSU so you would likely need a better PSU as well. What is the exact PSU in the PC?Just want more fps
As you are on 1440p, I would say yes to a gpu upgrade. The 3060ti's 8gb vram buffer is quickly becoming and issue for 1440p. Not a fan of the 12gb buffer on the 4070 super either. A 7900gre is nearly as fast, and has a 16gb, and easily $50 cheaper. Take that $50 and get a 32gb kit of ram.

Thank you. EA FC, F1, Hell let loose, XDefiant, Assasins Creed, GTA, A Plague Tales Requiem...Sell the RTX 3060 Ti, and use the proceeds towards the upgrade. It should be able to fetch you $200-$225 USD.
RTX 4070 Ti Super ($800) + R5 5600X
OR
RTX 4070 Super ($600) + Ryzen 7 5700X3D ($200)
Selling the Ryzen 5 5600X should garner $80.
OR
Forget the PC upgrades and buy a Steam Deck OLED
Question: What are your main game(s) to play?

Turn all settings to low and off and run some games that will show about how many FPS your processor can give you.Just want more fps
In my opinion, that is also highly subjective. You have to be getting at least a minimum amount of average FPS for games to be playable as well. If your minimums are within 10 fps of your average but your average FPS is only 55 (45fps 1%) that is going to play "worse" than say 90 fps with 40 fps 1% lows. The difference here would be more consistent frame times, less stutters due to fps drops, but nearly twice the perceived input lag. One scenario would be better for certain games than the other.I don't really pay any attention to max or average FPS. The minimum is what matters, for a smooth gaming experience.
50 dollars for 9% more base and, with an OC, up to 20% faster than a 7800XT? Sounds worth it to me.The GRE at launch with its locked OC potential was not worth the extra 50. But AMD allowed OC later on.
At stock it is 9% better and when you OC, you get 10% more performance.
I agree as well, but theres the caveat that you can not guarantee that the particular card that you end up with will OC to that level. The way that i look at it is that its pretty well priced out of the box, and as a bonus, if you like tweaking your hardware, you can hopefully get even more out of it. I can't sell it as a guarantee because it isn't, theres always the silicon lottery. That said, the 7800 XT is also a fine option.50 dollars for 9% more base and, with an OC, up to 20% faster than a 7800XT? Sounds worth it to me.
