Upgraded GPU, CSGO Low FPS

Recently, i went from my old APU, to an RX 550, i know it isnt an amazing card, but I get less than 60 fps on lowest settings 800 x 600. My friends Intel Hd 4000 does better than that.

I have tried...
Reinstalling Game
verifying game files
checking for driver updates
making sure temps arent to high (they are at 60 degrees at 100% usage using FurMark
Update:
also made sure hdmi is plugged into GPU and not mobo
Also made sure Integrated Graphics are disabled in BIOS.
Also tried updating drivers


What else can i do

Actually, it wouldnt really make sense though because i played Star wars Battlefront 2, which couldnt even open on my old APU. Also, the device manager says RX 550 under display.

Lol, it's such a simple oversite. You'd actually be surprised at the amount of times ppl miss the little things. Everything from not taking off the film under a new heatsink, plugging monitors into motherboard ports, even putting ram in the wrong slots and wondering why they get dismal performance. Even once saw an Op move from a gtx750ti to a gtx970 and forget that it needed supplemental power, he wasn't used to it.

My favorite one was an Op who posted that he couldn't change the channels on his TV after he lost the remote.

Take nothing for granted, cover every base possible. The more that's eliminated as possible, the more the improbable becomes viable.

All cores were around 40-60%...... GPU at 100%...

That's the issue. With gpu at 100% it's got nowhere to improve when frames get heavy, so fps tanks.

Go into nvidia control panel and reassign physX to cpu.
Make sure you have the latest bios revision and also the latest motherboard chipset drivers for audio, Lan, USB controllers etc. Win10 updates can play havoc with legacy drivers, slowing down processes, freezing the gpu, even including crashes, bsod and blackscreens. After installing the drivers you'll probably need to do a custom/clean install of the graphics drivers to reallocate new version numbers.

If you can raise the resolution, do so. Native resolutions are much easier on the gpu as it doesn't have to render in a different resolution. So if your monitor is 1024x768, or 1080p use that instead.
It's a Rx 550. While not uber powerful, it's still decent, and shouldn't have any issues with 1080p or lower resolutions, decent graphics settings and good fps in cs:go. So play with your settings, don't just stick them on low as the cpu has room to take up slack and balance the load.

Also, the shitty thing about my MOBO is the lack of support. MSI has nothing on their website about BIOS updates, and no where can I find updates to my chipsets or anything. I tried updating through device manager my audio drivers and such, but they are up to date.

Updating through the Device manager will read as updated since many devices are using windows generic drivers, which are upto date and you have no other driver files stored on the pc.
