Question Upgraded my GPU and im getting the same if not worse performance

I recently upgraded from a 1060 6gb card to a 2070super and have seen no increase in FPS at all...
Specs
I7-7700
16gb DDR4 Ram
EVGA GeForce RTX 2070 super XC ULTRA
(kind of a slouch here but a 550w power supply)
from what I can tell my PC should only be taking around 350 ish watts though...
So I'm not sure what is the issue with my PC

Did you use DDU to uninstall your old driver before you install the new graphics card?

temps are unknown to be honest but my usage right now on Minecraft with the best shaders i could find was 25% CPU
and around 30-40 GPU

This was not a prebuilt and I have the ram placed correctly to their corresponding dimms

At first i did not but i just attempted this and it doesn't seem to have fixed the issue

Youre asking for help so it’d be a good idea to find out if you want any. MSI afterburner is simple and easy to use to monitor temps.

right now in COD MW highest settings my fps has gone up actually but my gpu is saying its only at 10% usage while my cpu is at 90?

Is Minecraft the only game you play/tried this on? Do you have another more intensive game to try that may challenge your 2070 Super and make it work a bit harder?

I was only using it for shaders in Minecraft at that moment but i just tried it on COD MW and the performance boost was there but it was only using 10% of my gpu while it used 90% cpu
