[SOLVED] Upgraded my pc and still can't stream

I'm trying to stream tarkov on twitch. I upgraded my PC to some good specs and I'm getting 40-50 range of fps or even when I'm watching other streams I'm getting fps lag.. I have my streamlabs obs on x264, messed with settings, but nothing changed
Specs:
cpu- amd 3700x
gpu- gtx 1080
mobo- aorus x570
ram- corsair vengeance rgb 8gb (x4)
ssd- samsung evo 800
 
Solution
Ditto on the upload speed. You need 12MB up to use 6000 stream bitrate, 10Mb to use 5000 stream bitrate. Below that the video quality can start degrading.

You already have a good CPU for streaming, but Ryzens work best with high speed RAM, preferably 3200 at least. I'm also not sure 8GB, if x4 means 4 modules, is a great way to go. A lot of games run better on a two module, dual channel config. It has to do with filling up all RAM slots adding latency. Your MB IS dual channel though, just make sure you have it in that mode with XMP enabled.

You can try running IntelligentStanbyListCleaner in the background to try to improve memory latency though.
You shouldn't be getting lag just by watching Twitch I'd run a speed test to see if you are having issues with your internet connection.

Here's what I use to stream games on Twitch.

Be sure you are wired directly to the modem or router and not on wifi.
Check your internet speed upload, you need at least 5Mbps up, more is better.
Try streaming @720p CBR . 1080p is for partners w/transcoding and you need a fast upload
Bitrate=is your upload speed 4500 is plenty for 720p
Preset=Quality~adjust down from here until you get a good picture and smooth frames.
Profile=High
Watch your stream on a seperate device like a phone that's not on the same network.
