upgraded pc runs like shit

hi, i upgraded from my old computer, fx-4100 and hd6770 to a new i5 4670 and HD7790.. however trying to play Counter Strike Global offensive i am getting like 20-50 fps whereas the old computer got atleast 100.. am i forgetting something or is this computer stuffed?

Your problem is you went from AMD to Intel... Big mistake.

Use GPU-Z to check gpu usage.

I like to use MSI Afterburner to check gpu usage. It shows the GPU temp, fan speed, and GPU usage. It basically allows you to monitor everything you need to know.
Also, Lee-m brought up a very good point. If you used an OEM version of Windows, you need a new OS after changing motherboards. Since you switched from an AMD platform to an Intel platform, you have to buy a new OS.

buy a new os ? he just needs a clean install, and has now stated that what he has. Any issues with OEM versions of windows would just result in failed activation not bad performance.

A full system spec would help, including psu.

At this point I would suspect that 550w psu as being under powered, or at the least border line. Other than that, there really is nothing else wrong with your hardware.

I don't think that it's the psu problem because if it can't supply enough power, it will result in a crash not bad performance.

im tryna work GPU-z but dunno what im doing.. gpu load has been %0 the whole time and temp is 0 degrees hmm maybe its using the built in graphics instead of the card? but the hd7790 does show up in device manager ect

Try using MSI Afterburner to monitor your temp and load.
Unless you plugged in your connection cable into the motherboard connector instead of the GPU connector, you're using the 7790.

Not always. Newer cards (last 4 years or so) will reduce power and run at a slower clock speed to avoid a crash.
nvidia cards will usually pop up a message when this happens, not sure about AMD tho.
