I might build this one and also upgrade the other pc though.
 


If you got the other PC a cheap DDR3 mainboard with LGA775 socket you can use somewhat modern tech with your old PC and use it for VERY minor gaming as well as web browsing.
 

The Cpu is cheap and will definently do better than the other one. If I use a R7 360 on it, I can always put it in another pc. That said, ram will help it move a bit faster.
 
Yes, indeed. The CPU is 3.5 Gigahertz, compared to the 2.8 of your last one, it is also a quad core, which means it is a total of 8.4 Gigahertz (counting all of the cores) faster for multi-threading and Hyper-threading.
