Upgrading an potato pc?

My current specs:
Windows 7 Ultimate

Processor: AMD E-350D APU with Radeon HD Graphics 1.60 GHz

RAM: Samsung DDR 4 GB (2.86 usable)

Graphics card: AMD Radeon HD 6310 Ghaphics

32-bit Operating System

PSU = pentium 4 atx2.03

So as you can see these specs are s**t for gaming right? So im thinking to buy parts i have 10,000 rupees budget for upgrade. So do you think
*parts im thinking to buy are*

Cpu: Core 2 Quad Q6600
Gpu: r7 240 2gd3 64b lp
4gb Ram
Motherboard: ASUS EX-A320M Gaming AMD Motherboard

Would be better or do these parts works together? And also do i have to change my Psu/Smpc too?
Games that i wanna play smoothly are Tomb Raider 2013, Spiderman web of shadows,Alan wake/AW American Nightmare and cod modern warfare 2. Thanks in advance

Sorry, I should clarify. While I agree getting to a 64 bit OS is a priority, games (at least AAA ones typically) can prioritize memory addressing to make optimum use of how much system/video memory the OS can see at one time. So he may be only able to use 3GB system and 1GB video (or some other combination), but it should be enough to feed the GPU and run those games at playable rates. But you are correct in that he should move to a 64-bit OS in the near future.
 

Well, to add onto this, it is to my understanding that a 32 bit OS can only make use of 3.5GB of RAM, that is why I clarified the 64 bit OS upgrade priority.
 
You're pretty much correct. A 32 bit OS can address 4GB (2^32 bits). Some of that will be reserved, though the amount fluctuates.

The issue is, his current hardware is so underpowered, that doesn't matter as much. While memory bandwidth will be a bottleneck with his proposed system, the boost in CPU in GPU performance alone would make the games listed playable at low resolutions even with the memory restriction.
 


That CPU and motherboard do not go together.
That GPU is not worth spending money on.
 
Ok... so i give you guys 10,000 rupees tell me which parts should i buy in cpu, gpu and motherboard. And i dont wanna play any latest games so far just the 4 i mentioned above in lowest setting at smooth fps
 


Upgrading to a 64 bit OS will allow you to use all the memory you have. It doesn't decrease the useable memory at all.



You will need an LGA 1151 motherboard for the i3-2100
 


10,000 Indian Rupee = $136 USD.
That buys you exactly one of those parts. Not all 3.
Maybe 2 of them, if you find them used somewhere.

How about i just change graphics to r7 240 2gd3 64b lp. For now? Maybe in future i will buy better motherboard and processer. I mean this card will be better and give me me better performance than my current trash right? One last question, if i put new card in this system will i able to put it in another M.board later? (Also this card gets in minimum req for tomb raider 2013)
