Question Upgrading for better 6900xt performance ?

Current specs:
AMD Ryzen 7 3700x
Power Cooler 6900XT
MSI MAG X570S TOMAHAWK MAX WIFI
Corsair Vengeance RGB Pro 16gb (3200mhz)
ADATA XPG Levante Liquid Cooling 240R - ARGB
WD Blue SN550 500GB SSD
Seagate 2TB 7200rpm HDD
Corsair RM850 Gold Modular 850W Power Supply V2

I’ve currently got a 6900xt paired with 16GB 3200mhz Corsair vengeance RGB ram and a 3700x. I’m wanting upgrade to a 5900x and 32GB of G.Skill Trident Z Neo CL16. Is this a good decision for me? I game in maxed out 1440p settings and have noticed my gpu underperforming a little bit, after reading other peoples experiences most say it’s a cpu bottleneck, I play a lot of apex legends which apparently is majority gpu dominant but still uses a good amount of the cpu compared to most games. I’m lacking about 40-50 frames from where I should be. I just want the best performance possible, I’ve already troubleshooted everything recommended, ddu clearing/reinstalling, reinstalling windows and all the other good stuff. And had no major improvement so I’m beginning to think the only possibility would be my ram and cpu holding my card back a little bit.
