Recently I've been playing games like Watch Dogs 2 and battlefield 1 and I noticed that my cpu is usually capped out at 100% which would result in me dropping frames and just overall making my experience a lot less enjoyable. I was thinking of upgrading my cpu but i don't know what one would fit my needs, the only thing I do on my pc is game. I've got my i5-4690k overclocked to 4.6GHz but it still lacks the power.

Pc specs:
Mobo: MSI Z97S Sli Krait Edition
CPU: i5-4690k
GPU: ASUS gtx 1070
PSU: 750W
RAM: 16gb ddr3

You may go for 7600k, it is a beast for a gaming build. and if budget allows you further, you may take 7700k

According to this :
https://www.msi.com/Motherboard/support/Z97S-SLI-Krait-Edition.html#support-cpu
that board will not support either of those CPUs.

I am looking for a processor that fits a LGA 1150, sorry for not making that clear.

No reason why the 4690k can't handle those games other than its running slow for some reason (temps) or its crowded with other stuff using its resources. Check task manager to see exactly what's running. The i5-4690k is strong enough to handle sli 1070's nevermind just a single gpu. Also take into consideration that BF1 especially is not well optimized and has had many complaints about 100% cpu usage, even from users running i7's
