Upgrading gaming computer is all this compatable

Hello I am upgrading my pc and I am putting in a new graphics card and cpu and cpu fan I was just wondering if all this stuff is comparable

The motherboard I have in the pc is a Gigabyte
GA-78LMT-USB3

I am planning to put a Gigabyte GeForce GTX 1070 Mini ITX OC 8GB GDDR5 Graphics Card into it

And a amd fx 8370 and a noctua no l9i

I also have 500w in computer

The new CPU and Video Card should work, however the cooler won't

That cooler doesn't support AM3+ socke. You need to buy one that does.
The power supply should be enough, but you might want to upgrade that too.

That motherboard will overheat powering a 125w cpu and will throttle it under gaming load. Also that CPU is likely to hold back a 1070 in CPU heavy games.

Also which exact make and model PSU, 500w is meaningless.

The Noctua model you will need for that type of CPU is the Noctua NH-L12 -> https://www.newegg.com/Product/Product.aspx?Item=N82E16835608025

There is an AMD version of the L9i the L9a BUT it cannot be used on the 8370 due to the TDP. The L9a is designed for 65W chips whereas the NH-L12 (specifically the Dual Fan model that is shown on newegg) is designed to handle 125W chips.
