Upgrading Laptops CPU questions

I do know about how intall a CPU but there are some questions before i pull the trigger and buy it..

Here's my current Specs:
Fujitsu Lifebook LH530
i5 450M @2.4Ghz (989 rPGA)
Fujitsu FJNBB05 (HM55)

It is listed as 35W part in the ark website but, when i tried to check my hardware specs using CPU-Z it is listed as 25W ...
Thats a bit confusing, i wanted to know that is it CPU-Z wrong typo or the manufacturer unclocked my CPU? IF yes can i be able to upgrade my CPU. (Please look at the picture)

Second, I saw someone on the internet selling the i5-460M (which is also listed as 35W part) and i do know that it is form the same architecture and with the same socket (989 rPGA).
Is my laptop support by this CPU? or do i need to flash new bios? (Bios version and motherboard model can be found in the second picture)

 
Going from a 450m to a 460m you wont notice anything, they are the same exact chip the 460m is .13Mhz faster. Now if you wanted to jump to a i7-640m with the boost speed would be a big difference. The i7-640m is also a 35w cpu so should be a direct drop in without issue
 


well, i thought its for just around 10$ and the passmark's score are just 200 marks delta
