Upgrading to windows 10 and "Modern Setup Host" stops working

I am currently on windows 7. I've tried using the media creation tool and the normal upgrade route. Both freeze at some point saying "Modern setup host" crashed and it forces me to close the window. When using the media creation tool it happens right after "Verifying content" and the normal way it starts happening after I click accept and it starts getting ready to install. I have tried turn off windows update and deleting all "SoftwareDistrubution" files. Thanks for any help!

There's a region change step in this link and this has fixed this same problem you had for a friend. Hope it works for you, if not there's more steps to follow.

Not trying to promote piracy of any sort (the damn thing is free *cough windows spies on you cough*).
But you can just get the iso anywhere on the web right now, just a matter of looking.
 
Check the Event Viewer and see what caused the setup host to fail - in my case it was one of several instances of the Synaptics touchpad driver (SynTPCo4.dll). I deleted them and it installed correctly.
 
Normally this error starts appearing when the system is upgrading to Windows 10 or while using media creation tool for Windows 10. The worst thing about this error is that even the Microsoft team is not giving proper solution to fix this error.
Solution:
1) Run Windows Update Troubleshooter
2) Do a Clean Boot
3) Change Language
4) Delete Content in Software Distribution Download Folder
5) Run Windows 10 Media Creation Tool.
