Question Upload is higer than download speed

Hi,

My Internet plan is 10mbps, sometimes my download speed is becoming below 1mbps and upload speed remains 10 mbps, please help whether the problem is of my router or internet provider

Well, assuming your paid speed is 10/10, your down will go down if your significant other is downloading a big file by a proportional amount. I assume you are testing this with NOTHING, NOBODY else on?
