Hi I try to dowload a movie or a video but when I try to dowload it I use upload speed and not the dowload speed why

What you are saying is that your download speeds are equal to or less than your upload speeds - correct?
Has it always been that way or did the problem just begin?
Who is your ISP, what service levels are you paying for?
What connection do you have: e.g., cable, DSL?
Have you checked all wired connections to ensure that they are fully and firmly connected?
Have you tried using other known working cables: e.g., coax, Ethernet?
Who manages your network router? You may need to check the router's logs (if available and enabled) to look for error codes or warnings.

Can you clarify what your observing? If you down vote people trying to get more information in order to help you then you won't get far.
TCP uses acknowledgement packs, but they are pretty small. If your upload speed is very slow and you have a lot of open connections it's possible to throttle your download if ACKs don't get out.
