Given we have many electricity interruptions in my country, I am searching for a UPS that can handle my PC and monitor
Period of covering doesn't matter as long as it's 10 minutes and more

My PC has a PSU seasonic focus gold 650w
I have a 1440p 28'' monitor

What is the minimum and recommended VA?

The psu wattage doesn't matter here, list your pc specs as it matters how many watts your pc uses under load/during use, not the max your psu is capable of.
