usage is over the top

first of all these are my specs.
CPU: i5 6400 2.7Ghz
GPU: Gtx 1060 6Gb of Vram
RAM: 8Gb hyperX
Mobo: Asrock Z170 Pro4s
HHD: 1GB

the thing is, there is two games i play that push my cpu at completedly max usage, i have checked the processes and the games are the things taking most of my Cpu usage. the games are Deus ex mankind divided and overwatch. I can understand deus ex since there has been reports of it having an awefull port but overwatch should run smoothly easily, thing is even if i set down the visual settings it still pushes my usage up to 100%

I have no idea whats wrong, is this just all that my cpu can do? or am i just missing something super obvious?
 
now that you mention it, right now with only task manager, discord, google chrome and msi afterburner the cpou usage is at 30% - 70% thew usage on task manager goes up and down alot but i also notice that windows installer is doing stuff, i am guessing it must be installing updates on the background.
 
ok, so i am noticing that on completedly idle the cpu usage is completedly calmed, it stays around 2 and 5% which i am guessing is to be expected but as soon as i launched google chrome there were a giant spike on the usage,same for when i opened snipping tool to grab a screenshot to post here. the first circle was on chrome and the second one on sniping tool as well as when i cliced save. I am guessing spikes like these arent completedly normal, any thoughs?

i used the program you recomended but i gotta say, my cpu ussage is aparently allways over thetop, not only in gajes, while watching youtube usagge is aroudn 60% and only 30% of that 60 is coming from google chrome, the other 30 i have no idea where it is coming from, i cant see any other processes that could be using that amount at all.

this is a screen shot of how all the pocesses in my user which is the only one are not all the processes that apear to be happening since something else other than me has to be doing all that usage right?
