USB 3.0 not working

Hello I recently built my first pc and i went through the uefi mode and all got everything setup but the thing is my mouse/keybored wouldnt work with usb 3.0 ports even though they were all enabled and everything so i brushed it off whatever and installed windows but even in windows my usb 3.0s dont work at all with any mouse or keybored not even sending power to get mouse to light up I dont have the install disk as i dont have a disk reader but i did get the drivers for usb i really have to clue what to do thank you

I5-6600
Asus Z170-a

What about the DVI and Display port?

I am assuming not but I do not have either to test it with the gpu ports work just fine

And im not sure if its anything or not but the sound crackles nonstop no matter whatport i use

I have contacted asus/newegg and both were using google to do very basic things and only could say send it in or let them remotely control my computer
