USB 3.0 only working as 2.0

My USB 3.0 ports only works as 2.0 ever since I did a clean install.
OS Windows 10 Home 64-bit
Motherboard GA-Z170-HD3 (rev. 1.0)

Not sure what other information is needed. I've tried several time uninstalling my USB and reinstalling them but it does not seem to work. Not sure what else to do.

I've tried updating my BIOS and Chipset through the motherboard website Gigabyte but it does not seem to make a difference.

Thanks for the quick response, Since it was not working as 3.0 I assumed it was only working for 2.0 since I can still use 2.0 devices just fine. That was just my guess.

When I try plugging in a capture card which is a 3.0 device and it worked before the clean install this is the error I get "Game Capture needs to be connected to a USB 3.0 port to function properly." https://www.screencast.com/t/p9HBHIybpj8
 

Try right clicking each controller listed under "Device Manager > Universal Serial Bus controllers" and select "Properties", then "Advanced". In "USB Root Hub (USB 3.0)" does it say "Hub is operating at high-speed"?

I could not find the Advanced section mentioning if the USB was operating at high-speed but I think this might help, I used device tree viewer and I can see my ports are operating at 2.0, however, the ports listed in the image from Port17-Port26 all say "super speed" which is 3.0 but I have no idea where these are even located I have at total of 8 USB Ports on my tower. So they must not be operating at high-speed. All my USB ports in my tower have the Blue color for 3.0 as well.

Try looking again.

1. Open "Device Manager > Universal Serial Bus controllers".
2. Right click "USB Root Hub (USB 3.0)" and select "Properties".
3. Then select "Advanced". Does it say "Hub is operating at high-speed"?

I don't actually have an Advanced tab, I just looked online and I see what you mean but I don't have that option.

Keep in mind you have more than a total of 8 USB Ports on your computer. You have 4 USB 3.0 and 2 USB 2.0 on the back panel, plus 4 USB 3.0 and 4 USB 2.0 internal connections on the motherboard, for the front panel of your PC.

8 x USB 3.0/2.0 ports (4 ports on the back panel, 4 ports available through the internal USB headers)
6 x USB 2.0/1.1 ports (2 ports on the back panel, 4 ports available through the internal USB headers)

I've been troubleshooting this issue since last week and am so confused I figured I'd try Tom's Hardware. I really appreciate your help though! At this point it just seems like its possibly not being powered properly or something since the 3.0 capability IS there.
 

Perhaps you should focus on the Game Capture HD60 S instead. Are you missing the proper drivers for this device or is there a setting in the capture software you need to change to get USB 3.0 speed?
