Question USB 3.0 PCI-E Expansion Card Startup

Hi all, due to my USB slots being filled up, I've purchased a USB 3.0 PCI-E expansion card from Orico, specifically the PVU6-502I-V1.

My issue is that devices plugged into the card do not initialise along with Windows. The devices will only work when Windows has started and I replug them. I have the drivers provided by Orico installed.

The funny thing is that it fires up during POST and remains active in my BIOS; it can detect valid USB boot devices connected to the card. However it goes cold when Windows fires up and does not return unless I recycle the connected USB devices again.

Surely this isn't a thing expansion cards do. Is it worth returning this and trying out another brand?
 
BIOS is already the latest. I did neglect to check USB devices in Device Manager. Windows reckons all devices have the latest drivers. Problem still occus, but now it’s not even detecting anything plugged in at all on Windows, but works fine in BIOS.

I think the issue is with the VIA USB host controller and it seems to have been causing much trouble to other people too.

Thanks for pointing me in the right direction.
