Question USB 3.2 2x2 Motherboard with Thunderbolt 3 Dock?

I have a Thunderbolt 3 docking station that I'm trying to use with my motherboard which has a USB Gen 3.2 2x2 Type-C output. Unfortunately, it seems like there's some compatibility issue between these two pieces since when I plug in the dock I get the notification message "Thunderbolt device functionality might be limited" on the Windows 11 machine. I have updated my BIOS to the latest, installed the newest Intel Chipset drivers, and reinstalled all my USB hub drivers as well. The hardware is as follows:

Motherboard: ASUS Prime Z790-V WIFI (https://www.asus.com/motherboards-components/motherboards/prime/prime-z790-v-wifi/)
Dock: OWC Thunderbolt 3 14-port dock (https://www.owc.com/solutions/thunderbolt-3-dock-14-port)

Am I missing something here to get these devices to play nicely together? Do I really just have to go and buy the ASUS ThunderboltEX 4 expansion card to get a native Thunderbolt port on my desktop? I figured I would be able to get some connectivity here, even if it means not having the full bandwidth capability of TB3. I have verified the dock itself works with my laptop that has a native TB connector.

Have you properly configured the motherboard's port for Thunderbolt operation per section 6.7 of your bios manual?

I believe so, I set Discrete Thunderbolt Support to enabled, but from the manual it seems like this is more in reference to using the Thunderbolt 4 headers with the ThunderboltEX expansion card? My Windows 10 Thunderbolt Support setting is set to Enabled+RTD3 as well.
