USB C port not working, tried everything online. When used lags BIOS

Silverstone RL05 case comes with a USB C front panel port. This port does not work. The front panel USB 3 type A ports do work when in any USB 3 port on the motherboard. Tried deleting drivers and malfunctioning device, then reinstalling. USB light works fine but if a flash drive is used it keeps giving (Device Descriptor Request Failed) error. The logs show that the device was recognized then for some reason it fails. USB C port on the rear of the motherboard works perfectly with any device plugged in. When a flash drive is used while in the BIOS screen it lags the BIOS horribly, don't use ling for fear of crashing or corrupting the BIOS. The manufacturer sent a new cable and the same issues are still present. Using a USB type C to A adapter and USB C to Micro B for testing.
 
I have a Gigabyte Z170X Gaming 7. Clearing the drivers has no effect on the issue. And switching the USB 3 header also has no effect. However my front panel USB 3 type A ports are functioning properly. Just the front panel type C which does not. I found the BIOS lagging issue when attempting to look in the BIOS for an answer to it. It will prevent me opening the BIOS when attempting to boot into it with a flash drive plugged into the front panel USB C port.
 


I went into it and for some reason mass storage was blocked. It wasn't before so I assume it was something after the BIOS update. However my flash drive still worked in the front panel type A ports even after the update. It did not solve my issue as I hoped. I just don't know as it would appear it's not my motherboard or software. Wondering if the USB C cables are built wrong.
 
Tried updating drivers again. It can read my USB 3 flash drive but not my USB 2 which was used for testing. It still can't access my phone using the USB C to Micro B cable. So it is working but not as I expected. Also my USB 2 flash drive is failing. May have been a cause of some of my issues.
