So recently I had this issue where the USB devices only would work in the Bios and recovery environment, but then it's sorta fixed itself. But it is back, and it started when I plugged in a new keyboard and mouse - therefore o found out that the old one still works, but how do I make it so I can use the new ones?

Most probably due to drivers. Most come with chipset drivers but depending on MB generation, USB3.x may come with own controller. Check device manager for missing or not working drivers.

So if there are multiple Universal Serial Bus controllers that show up, and all of them say 'This device is working properly.' how do I know if I'm missing some pr of some don't work?
