USB ports wont give power to keyboard and mouse

When powering on my pc, the keyboard and mouse do not recieve power, all power supply cables are connected to mobo. Help!
 


it is a new rig, cant get to the bios because the keyboard isnt working. However, the fans are spinning and gpu led light is on, as well as the mobo leds. I unplugged and replugged all the psu cables and still nothing. the psu is a corsair rm 550
 


its an msi z87 gd65, i tried all ports and there is no difference
 


I am pretty certain it does. Its brand new. Also, the keyboard and mouse both have rgb/led lights which light up when given power and are able to function. My thought is that, since I cant get to the BIOS menu from hitting delete/f11 over and over again, there is either something wrong with the usb ports giving power to the peripherals since the peripherals aren't lit up.
 


Yes, the monitor is an Acer GN246hl and when i power it on it says acer 3d, then i hit skip once, and the screen goes black, i begin to hit delete repeatedly but after 10 seconds it goes to no signal
 


That just the monitor, doesn't mean you got signal from the computer.
Is any of the fan in the PC start?
 


It is a pc with a variety of parts. Just an acer monitor. The 3d thing is just what the monitor does on startup, my friend has the same monitor.
 


The fans are spinning, i have a white led light strip that is on, the monitor has a small lcd screen that is displaying numbers however the usb ports dont seem to be giving out power to the peripherals which are rgb so i would know if they are on/getting power.
 
Remove Power completely, including from rear of PSU

Remove all USB headers and audio headers from MB, remove all SATA connections, and SATA device power inputs..

All you need connected are :

24 PIN MB power from PSU
4 pin power CPU PWR to mainboard from PSU
PWR SW to correct 2 pins on mainboard...
Drop down to one RAM stick in required slot (normally 2nd from CPU, check manual)
Reset CMOS or remove CMOS battery for 10 min, reinsert
Connect USB to a native header at rear of MB, not a disconencted front port or to USB3


Try again...


If no luck, you need a known good PSU to try...

Afterwards, the mainboard is left...
 


Thank you, i did as you said but the problem still remains. From what i can tell, it is the motherboards fault because everything has power, including the motherboard however the native usb 2 and 3.0 ports wont give power to the peripherals. BUT, when i took off the keycap to the delete key and started hitting (my keyboard is rgb) there was a light that blinked every time I hit it. So, the keyboard is getting some power but not enough?? Note: the keyboard works with other computers. I am thinking of purchasing another motherboard but i still have hope that with the keyboard showing light that it may still work
