Question USB Problems

So I had a power surge and a bad power strip that fried a lot of my components. Basically the only thing (I think) that survived was my m.2 ssd and cpu.
So I rebuilt it with a new mobo and hand-me-down gpu. The mobo is a msi b550gaming plus.
Everything seems to be fine aside from my case's front usb ports and the rear 2.0 ports.
I tried both the jusb 1 and jusb 2 connectors on the motherboard and that didn't fix the front ports... which could easily be explained by the case being bad, too. There's only one power connection for 3.0 on the motherboard.
However the rear 3.0 ports being fine while the 2.0 ones cause problems is confusing to me.
My Razer mouse/keyboard wont work at all in the 2.0's and my webcam and xbox 360 controller will light up/receive power but not be detected by windows.

Steps I've taken:
motherboard bios update
windows update
disabling usb power off through device manager
disabling usb power off through advanced power plan settings
uninstalling the root usb hub through device manager
disabling a USB setting in bios that the description said to leave on if your OS wont support usb 3.0 (forgot what it's called)
