I use the WindowsXP Home Edition. When I try to use "Administrator" account
to log on the Windows ,The windows tell me "Unable to log you on because of
an account restriction",
but when I use the "safe mode" to turn on the windows, I can use the
Administrator account to log on it.

Now, I want to use the Administrator account to log on Windows at the Normal
mode, what can I do?

Cheers

Nothing you can do. Administrator is only available in Safe Mode. Set up a
User account for yourself with administrator privileges.

By design, the only way to log into the Administrator account of WinXP
Home is to reboot into Safe Mode. If you need to have administrative
privileges whilst in normal mode, simply create another user account for
that purpose.
