User cannot access folder on windows 2000 server

User of Windows 7 station can only get access to folder on windows 2000 server if the security & share are set to Administrator level. Cannot get access with either user name or computer name.
 
Solution
Check the rights for the user on the Server share and file. Do you know the difference between local and network accounts? What account is being used to access the server?
The server share & security are both set to allow the user in on that folder. I am not sure that I follow you on the issue of the local & network accounts, can you elaborate?

Is this the only system with the issue?
