I wanna start off by saying, Yes I know userbenchmark is not the best, but 0th percentile??? could this be a sign of improper installation? I just installed the m.2 a few days ago and the GPU a few hours ago.

Here's a link to the bench:
Userbenchmark Test
Let me know if this is normal

Solution
Yep, probably, the only limitation I can see is the motherboard. If you wanna get full use of your components you'd be better off upgrading.
The B450 motherboard has PCIe Gen 3, so maybe Userbenchmark is comparing with other 4070TS which may be running in better systems (?)
I had to literally bend parts of the installation slot on the case to fit the gpu (the screws that screw it in did not line up properly) Is this due to the motherboard not being up to date with newer big gpus?

I also have a 1TB 980 Pro.

Your drive compared to mine. Mine is in a native PCIe 4.0 port.
Yours on the left...

Replacing the motherboard is such a pain in the butt, but after seeing this it's definitely worth it, what motherboard do you have? Any suggestions for one that will meet my needs that isn't too expensive or cheap?

it truly worth it?
Your GPU and other stuff you paid a lot for, are being bottlenecked by the motherboard. Unless you're fine with these speeds, you'll need to upgrade. it'll be worth it for a couple years to come.

should I get one that supports ddr5 ram?
If you have the cash, yea, it will be worth it, but you'll need DDR5 RAM as well, so, consider that. DDR5 will do you good for a couple years to come, so if you like, you could. DDR4 isnt bad either.
