Question Using GPU On 2nd PCIEx16

Hello! I just bought an used Asus B85M-E Motherboard. I assembled my PC and tried running it. But i was facing NO POST ISSUE! So i tried removing my GPU from first PCIEx16 slot and placed it on second PCIEx16 slot and PC went fine! Before this all, i also faced NO POST ISSUE when my single stick of ram was placed in DIMM_1, DIMM_2 and DIMM_3! But when i placed it in DIMM_4! PC went fine :\

My Questions:
----------------------

Q1) Will there be a performance loss if i keep using my GPU on SECOND PCIEx16 SLOT?

Q2) Should i replace this motherboard because of RAM issue described above? Or is it fine that my RAM only runs on DIMM_4?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs like so:
CPU:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:

Please don't list wattage when mentioning PSU. We will need make and model of the PSU as well as it's age.

A1| What GPU are you using?
A2| That depends, maybe you have a perfectly fine motherboard and your PSU is bad or you have a bad board and you need to do some maintenance on it to get it up to par.

You should have it in the top slot for full performance of the GPU.
