Very low fps with RX 460

So I just bought and Sapphire RX460 4GB OC and it sucks. My performance is really low. I have around 40 fps with everything down in CS:GO or The Witcher 2. I installed it without having installed any another graphics card before so I didn't uninstall any driver. My PC has this specs: Asus fm2a88m-le
AMD A8-5600k
Corsair vs550W
8GB RAM Kingston hyper x 1600 CL11
A kingston SSD, i don't remember.

Without the graphics card, I had higher fps so, any idea?

Did you uninstall all of the old video drivers?
Did you install new video drivers?
Did you connect the monitor cable to the video card?

It's not a gaming pc. This was a workstation I had for almost 4 years. I decided to add that GPU because i like to play very simple games like csgo from time to time.

I uninstalled all catalyst center, yes.
Yes, i downloaded them and they are working.
Yes, i used the hdmi on the GPU.

Trust me 6/10 cases this is the problem. Try unistalling all the amd gpu drivers and dig deep in the bios to disable the integrated gpu. You can also reinstall the drivers and try prioritizing the 460 as the primary card.

It's in the radeon settings menu under games I think. This is where you set the primary gpu.

BIOS > Advanced > System Agent Configuration > Graphics Configuration > Primary Display > PCIE (instead of iGPU or Auto)
