Question Very Low GPU / CPU usage in games, and low FPS ?

I usually play modded games such as Skyrim, Starsector, Rimworld, along with some other games like Battlefield 5, however I get very low usage on both cpu and gpu, while also getting low fps. Some games like battlefield I have max usage on ultra settings and my fps is around 30+ but in other games such as Rimworld, a indie game. Even though it is modded I only get <10% cpu and gpu usage along with 20ish fps.
On userbenchmark my gpu is at 49% when the next lowest is at 104%. I've installed and updated every single last drive that I can find, as I've been have low usage for as long as I could think of. I understand that my cpu can only support up to Gen 3 PCIE while my mb and gpu are PCIE 4.0 but I don't this should be to big of an issue.
 
cpu compute score looks fine, cpu memory score is low, as ram latency is veryhigh, enable XMP?
gpu is probably overheating
3200 DDR4 is most likely the XMP speed. That aside, doesn't AMD use a different standard for memory overclock? Nevertheless, UB is reporting the XMP/Max Speed of the kit per the data sheet.

3200 of DDR4 is also the sweet the minimum to consider for AMD.

As for the OP, glad RandomDeathZ provided your specs but UB is poop. Run 3DMark and Cinebench along with a temperature like HWInfo.

Ok also curious as to the drives you're using. A WD Green, Kodak (!?!), and whatever the hell Spcc is?

I'm not disputing the other issues, I was speaking solely to the point of yours about the RAM.

In that example you posted the RAM is doing worse so I don't think it's a factor in OPs issue.
ye, it shouldnt cause issue, was just pointing out why UBM shows that CPU performs below potential, even tho performance sits just right in the middle

The GPU score is 0 because it's likely you running a frame monitoring software alongside it. MSI Afterburner etc etc. Ensure they are not active when doing the test, and test again.

Agree, CPU seems to be hitting it's advertised 4.2ghz boost.

What power plan are you running?

Sorry for the late reply, I dont want to spend money on 3dmark and ill run cinebench another time. For the drives, kodak is some cheap chinese ssd, just needed the quick storage. The spcc is a silicon power 2tb ssd.

did a quick test again on ub and got the same results even with msi afterburner off along with project lasso. Don't know what you mean by power plan.
 

on right side click "download demo" which cotains just single time spy benchmark, which is enough
it will also show you cpu/gpu temperatures/clocks/utilisation after benchmarking done and comparison with other similar systems

Just do a simple search in windows for 'Power Plan'. then look at the options and try different ones. They should be 'Balanced' or 'High' or 'Battery Saver'. Try the different power plans and see if that helps.

There is something wrong here, your gpu is reporting 99% usage and the frequency looks ok, but the temperature is only in the mid 40s....my gpu sits in the 40s when at idle.

You said you updated all the drivers you can find, does this mean you got the gpu drivers from your PC manufacturer, or did you get them directly from AMD?

Oh damn, I thought the gpu was running around 2200mhz, but that's the memory. 1150mhz, something is wrong there.
Open AMD Adrenalin, and click on the "performance" tab. In GPU, what is the tuning set on?

You could click on manual tuning and make sure the maximum frequency is at least 100%
