I rebuilt the PC 2 times, even tried out of case.

Do verify that I found the applicable installation document.

Then completely read and review the entire document along with the documentation for all installed components.

Read carefully, make notes, doublecheck everything.

For example: the motherboard requires that the first physically installed RAM be placed in DIMM_A2 (Reference Page 28 of the Installation Guide).

Pay close attention to all fine print, warnings, Important Notes, etc.. If so directed, go to the manufacturer's website for more up-to-date information regarding supported components and configurations.

Take your time. There is no need to rush. Work in a clean, well lit area and have the proper tools at hand.

If there is some problem then stop and resolve before proceeding.

Hopefully the problems thus far are just some error of omission or commission.

Nah, it's the standard B450 Tomahawk, no max, no nothing just tomahawk. Either way I tried every bios possible with R5 5600 (1 stable, 3 betas, built the Pc with instructions 2 times, once without case, still the same thing.

That's showing you have a boat load of background stuff running.
Open task manager and see if you can spot something being a hog.

Yeah I thought the same thing, CPU is at 0-10%, nothing using the cpu.

Just to get it out of the mix..... task mgr/perf/startup.....disable everything.

Also take note of what the bios time shows.

Reboot and wait a few mins then run ubm and post a link.

When you run ubm make sure the browser is closed.

I could do that but it would take some time and I don't think there would be any difference since even the BIOS is laggy or Win installation..

It's just a test to see what the results are.

What does the bios time show?

Do you have a temp sensor in the bios?

Your cpu is overheating.

Reinstall cpu cooler. Replace thermal paste.
If you're using a liquid cpu cooler, then probably it has died (pump dead or cpu block clogged). Then replace cpu cooler.

the temps dont exceed 40C, bios also has temp sensor and says the same thing.

So you found them and are you trying them and have you also updated the motherboard's bios?
I wouldn't try them at all.
If you went through the bios correctly and you trust the power supplies you have then what you need to look at is the hard drive and nothing else

yeah i do since i've used them for some time, but i didnt buy them as new. i have about 4 ssds and i tried every one of them. every one had the same result. i tried different bioses beta or stable, tried flashing bios with flashback, nothing worked.

unforunately i dont have any experience with testing a psu, i just use what i got, so i cant do that. i guess i will just try buying another cpu, testing it and if it will be the same i will try different mobo..

I saw that you uploaded, if your disk is fine, it can't give you a score of 42% and another build with the same disk and cpu 2600 gets 105%.Samsung disks are disks that in order to have the performance they should, they consume more current compared to other disks, the same applies to the rest of the hardware you are testing motherboard+cpu, so I end up with the power supplies you are testing which are quite old and not reliable, they may work but do they send the currents you need for your system to work properly?If you have a friend, take the motherboard and the cpu and go test them

I've also got on hand BeQuiet! Pure Power L8 350W, might it be worth a shot?
