[SOLVED] Very small pixel flicker

I can see tiny flickering of pixels around text mainly.

It ONLY happens around white text.

It is usually unnoticeable and doesn't bother me, but I would like to know if it is a cause for concern.

In the video attached, you can see it flicker around the letter 'y' on the word 'My'. It is more noticeable with my own eyes.

Is this a graphics card issue or a monitor issue?

If it is the graphics card, is there anything I should do?

Specs:

i7-10700
RTX 2070 Super (MSI) - Lenovo PC edition
WD 500GB NVME SSD - boot
Samsung C24FG70 Curved Gaming monitor

Solution
I can't see it, probably getting too distracted by the camera wobble and focus being all over the place.

Since you have a "gaming" monitor, I'm going to guess it is the overdrive tuning for fast response time on the monitor clashing with font anti-aliasing. Try reducing the refresh rate or selecting a non-gaming profile in the monitor's presets.
