Question VGA LED comes on but disappears after restart - - - what could be wrong ?

The vga light turns off after a restart, doesn't seem to affect anything except for small graphical glitches.

The glitches are it leaves a trail of what ever colour was onto of it also sometimes when scrolling it leaves half of that section on the screen and nothing can be seen ontop of these they go away after a few seconds. Never gotten after a restart

I've reseated gpu, checked and done everything recommended for gpu amd motherboard drivers. What could be wrong with it? False positive?

Crucial 32gb memory
Crucial nvme drive

Also after restart frames overall have dropped. Had 135 on one game, now dropped to 70-60
