I plan to buy Asus B150M-A.
Supports DVI-D with max. resolution 1920 x 1200 @ 60 Hz

So can I output to VGA/DVI monitor with this motherboard and i5-6500 CPU?

No, because DVI-D is digital only (VGA is analogue). You'd need a DVI-I socket wit a DVI-VGA adaptor, or a VGA socket on the board.

Supports HDMI with max. resolution 4096 x 2160 @ 24 Hz / 2560 x 1600 @ 60 Hz
- Supports DVI-D with max. resolution 1920 x 1200 @ 60 Hz
- Supports RGB with max. resolution 1920 x 1200 @ 60 Hz

So I can connect one VGA monitor and I need active convertor (DVI-D to VGA) to connect other VGA monitor?

Yes, a 2nd vga monitor will require an active DVI-D to VGA converter.
