Video Card works until drivers are installed

After installing any driver version for my Radeon RX 580 8G Armor OC, the screen goes fuzzy like static on an old analog tv set, then no picture at all. (The fans quit spinning on the GPU as well and never start back up.). I then do a hard reset by holding the power button for 10 seconds and the pc boots, fans on GPU start spinning. Press DELETE and BIO's menu works just fine, save and exit to reboot. Pc, again boots just fine and as the Windows Log-on Screen comes up, the picture goes fuzzy again and cuts to no picture and no signal from PC to TV, fans on GPU quit spinning again.

Booting in Safe mode works fine as it uses the Windows drivers instead of AMD drivers and GPU fans spin like they're suppose to.

Booting by USB, removing Windows 10, and reinstalling Windows 10 gets me back to using the standard Windows drivers and back to where I started without any AMD drivers besides the ones for my Mother Board.

Radeon RX 580 ARMOR 8G OC
6x 120mm LED Fans
1x LED RGB Strip
EVGA 500 watt PSU
Display-49" LG UHD 4K Smart TV

Anyone have any ideas on how to fix this issue.

I've tried every version of AMD driver I can for my GPU and end up reinstalling Windows, back to basic drivers.

*Update*

I've got a USB wireless doggle and updated windows and let it get the drivers need for my Radeon rx580 8g Armor OC and after system restarts, it does the same symptom as before.

After system screen, Windows loads and then screen goes black with a few weird lines on the screen and then no connection to HDMI device pops up on my tv. The fans quit spinning as well and if I leave the pc on, it periodically comes back on and then goes back off with no signal on tv.

The only remedy I've found so far, is to revert back to before updates or driver installation, to running the Video Card on standard Windows default drivers.

*Update*

After a successful Windows update and going to safe mode, I'm able to uninstall all AMD drivers and reset. System comes on and runs fine with only 4gb on the system video memory. I'm able to install my mother board AMD files and reset. Everything boots up fine except the card is still on default windows drivers.

This is where I'm at, only the drivers that go with my mother board are installed and yes they're AMD
