Question VLC & Media Player artifacts

Hello everyone!
I have recently assembled this pc
-Asus B550 M A
-GTX 1650S
-AMDRyzen 7 3700x
-Crucial Ballistix BL2K8G36C16U4R 3600 MHz 2x8 GB
-be quit 500

Drivers installed
except for the motherboard vga, it gives me error

Anyway, I tried to watch a video on media player and vlc made with my camera (fuji xt3, in 1920x1080 24 fps bitrate 200 Mbps)

Then I tried with adobe premiere and it works, what can it be?

On task manager I read this:
gpu 0 video decoder
GPU: 48%
CPU: 1-2%
 
vlc now works, because I have removed the hardware acceleration function, how is this possible?
the videos I made with the fuji camera I saved them on a microsd (samsung evo uhsI u3) with adapter, could this be the problem?
In Adobe premiere work fine
