Voltage monitors

I just got a new comp with 8800gt SLI p5n32-e SLI mobo and a c2d e6750 and got a good PcPc psu 750 watt silencer to go with it.
Pcprobe shows my 12v at like 11.65v and in bios it reads 11.92.
Is pc probe wrong, or are both of them wrong and my psu is really at 12v because it is a pc power and cooling psu?

And i was just wondering if anyone knew what would happen if your 12v rail was to low?

Well if my 12v was actually that low would i notice it as in my computer crashing?

I mean as long as my comp isn't crashing or anything then i really shouldn't have to worry right?
