Vpn between static and dynamic ip netgear

is it possible to to create VPN
between static IP and dynamic IP on netgear FVS318?

If you're using IPSec you should be able to do this. You will want to configure the one as a dynamic IPSec and the other as a static pointing to the static address of the side configured to accept dynamic connections.
