VRM temp 1 at 103c on idle

gpu: sapphire r9 290 tri-x oc edition
yesterday my gpu seems to be capping itself at 300mhz -stock is 1000mhz- Tested in rise of the tomb raider my frames kept going up and down. I went on gpu-z and this is what i found the gpu to be at on idle. Before this all happened my game froze during a league game i could still hear friends talking, it unfroze and kept running. But i noticed a burn smell coming from pc but it quickly dissipated.

100-105c idle on vrm 1, is this bad? I was thinking my gpu was lowering itself to 300mhz since the vrm seems to be overheating.

Have you removed the cooler recently, to apply new thermal paste maybe? Did you put the thermal pads back on the VRMs?
100 degrees, at idle, seems rather hot even if there was no thermal pads.

nope I have never touched the gpu. It was recently sent to me from an rma from sapphire

I'm not sure if Sapphire allow you to remove their coolers without breaking warranty.
If they don't i'd say you might have to return it again.

Does the card feel hot to the touch around the VRM area?
The card could be giving off a false reading.

I would try a complete clean reinstall of the drivers, use DDU (Display Driver Uninstaller) first to remove the old drivers.
