Well, reset only ever touches C drive so its up to you.
Do you want to keep you login info? or start from scratch?
Keeping files/settings with save any login info as well contents of library folders
Wipe everything installs windows and starts from the creating users stage
Both ignore any other drives.
I probably see the bad luck stories but i have seen resets fail. So making the USB might save you time in the long run, just in case you need it.
Clean install is slightly safer but I would suggest unplugging data on any extra drives while you reinstall as win 10 likes to share its boot partitions around if given chance, and might put it on any free space it finds on other drives. ONce you know win 10 boots fine from the C drive, then reattach the other drive again.
