some gpu come with water cooler, is that what you mean?

Yes, some companies such as EVGA and MSI have higher end GPU's that come usually with a 120mm AIO. EVGA has a RTX 2080 ti which has a 240mm one. Corsair and NZXT also have mounting brackets (HG10 & G12 respectively) that allow you to add a AIO to a GPU. The plus about putting a mounting kit on a standard GPU is that it allows you to pick the size of the AIO but in most cases the 120mm is usually enough.
