Question Water Cooling Flow Effect with CPU Integration

I have a situation with my water cooling system – there's a flow effect, and I’m wondering if it’s safe for the computer. I can constantly hear bubbling, probably due to a lack of coolant. Can I add a different coolant, or how does this work? I bought the computer used and have no idea what’s already in the system.

I should note that when I bought it, I don’t recall hearing any bubbling sounds.

I’m completely new to water cooling, like the liquid in the reservoir – it’s my first time dealing with it

 
I'm not an expert, but how old is the build? you should be draining and replacing the coolant once a year because it degrades, it could be that the liquid has got too thin over time of something, or that it is somehow air locked and you have air trapped in the pump? If it were me I'd replace the coolant and see if the sound persists

Flush and refill, that's awfully dirty, There are many already mixed or concentrated liquids but you have to take into account materials cold plate and radiator are made of. In open systems, liquid is good for maybe a year or so.
