Watery Car oil fans not working

I have a 2012 galant. My fans only come on when my air conditioner is on. When i turn it off the fans stop working. I was told i have an oil leak and that i needed to change my relayswitch which u did but still no change. I checked my oil stick and the oil looks very watery. What could be causing this to happen?

If you have water in the oil, then a blown head gasket or cracked head come to mind first. Water mixed with oil will usually cause a milky coloration. Is that what you have?
